You can put whatever you want as catalyst, as long as there is one =) As far as I know it does not consume the catalyst either. So 250 hydrogen + 1 oxygen will yield 250 deuterium and 1 oxygen. Today I tried the exact same combination and i'm getting coprite. So i read up on the interwebs and found a recipe that calls for two stacks of dihydrogen, I even saw a video of this working. However, when I put two stacks of dihydrogen into my refiner, it yields no product. wtf is happening yo? So basicly you take a medium refiner that you get from the base building quests, put di-hydrogen in 2 of the slots and you can make deuterium. After reading the above answers I figure you could use an actual answer..
